Bellevue’s City Charter
Bellevue’s Charter, written in 1883 and amended since, is the last city charter still effective in Idaho. This document lays out Bellevue’s form of government, election cycle, powers, and more.
Our Government
Bellevue’s original charter provides that the City of Bellevue must operate under the Mayor-Council form of government. This means that Bellevue voters elect separate legislative and executive officials. By dividing the responsibilities of each branch of government, this system ensures balanced decision-making and encourages cooperation.
Mayor – Executive Branch
The Mayor of Bellevue is elected by the City residents and serves a two-year term. The Mayor serves as the chief administrative official, is responsible for implementing laws and policies adopted by the Common Council, and manages day-to-day government operations.
The Mayor also develops policy recommendations for the Council and nominates individuals to serve in appointed offices, boards, commissions, and committees (subject to confirmation by the Common Council). The Mayor presides over Common Council meetings and can vote to break a tie vote.
Common Council – Legislative Branch
Bellevue’s Common Council (City Council) is made is made up of six representatives elected by the City residents and who serve two-year terms. The Council is responsible for passing laws and policies, setting a budget, and appropriating money to fund government operations. In addition, the Council adopts the City’s comprehensive plan, which serves as the City’s plan for future growth and development, as well as urban renewal plans.
